This does not litrally mean concreate is eating but it means us humans are covering the ocean with more land then we already have, covering it with concreate. This verse also says " Metal fingers scrape the skies'. This brings a very strong image to mind, which is the purpose. Metal fingrs are sky scrapers and they are getting taller and taller.
In the third verse, the singers describe the train tracks look like stitches holding the world together. This means that our world is falling apart. Later in the verse, they says theres nothing to discover or invent. It means we have used all our rescouces and there nothing more we can do.
